*Courses audited are not Working at Height Limited courses. They are courses that are owned, managed or represented by the applying party.

Working at Height Limited Audits are a planned, independent and documented assessment to determine whether agreed-upon requirements are met by a certifying body (CB) as either, a second party Working at Height Limited member relationship, or as a fully independent non-affiliated third-party audit.

The purpose of the witness audit is to verify that the CB or applicant’s certification system/program is effectively implemented by witnessing their performance of a certification in a surveillance audit (for currently accredited CB’s) at the CB client’s premises. Assessors witness randomly selected examinations and sample the certification process for each certification scheme.  The scope is normally conducted to examine the total quality program effectiveness and implementation.  An appraisal is conducted and reported to the highest level of management.

Working at Height Limited Accreditation is defined as a finite, legally recognized process, managed by an independent party, based on the background, experience and credibility of court recognized, subject matter (professional) experts, whereby an entity (Certifying Body or CB) with multiple factors ( i.e. a course, procedure, a process, an organization, an institution) attains a standard of performance (meets a professional Standard) determined by the recognized independent party by meeting specific, objective, competency based, legally accepted criteria.

Accreditation is a must for certifying bodies, as a quality assurance process in which confirmation of competency, authority, or credibility is endorsed by the Working at Height Limited board.

The accreditation process ensures that CB practices are acceptable, typically meaning that they are competent to test and certify third parties, behave ethically and employ suitable quality management systems and that these are demonstrated and implemented to the satisfaction of the Working at Height Limited.

Subject Matter Expert

A Subject Matter Expert (SME) is a person who has extensive experience (with a minimum of 8,000 documented hours in a single specialty.

Excluding, Assisted Teaching, Operational Duties and expert (Committee Recognized) knowledge in a particular discipline.

They often conduct independent research, and sign off on internal training-related documents which they will be responsible to defend.

SMEs are also necessary for the development of training materials and are able to speak about the current state of a particular discipline or to cite advancement of that craft.

They are often called upon to provide expert witness opinion evidence as part of a fact-finding process such as investigative bodies, courts, tribunals etc.

They are frequently subject to cross examination or challenged to defend their opinions.

Course accreditation

Working at Height Limited Association Certification (Professional Certification) is defined as a finite, legally recognized process, managed by an independent party, based on the record of court recognized, subject matter (professional) experts, whereby an individual (or a product) meets / attains an objective Working at Height Limited Standard (standard of performance) determined by the recognized party.

It is a formal qualification process which is evaluated by a qualified person who did not teach a specific skill or critical element of a course (or who designs/manufactures a product) and who does not know the specifics of the examination process so he / she cannot teach to the exam process, and where the course participant meets (or not) a quantified, specific, objective, competency based, third party knowledge (written) and skill (practical) based examination criteria regarding a specific subject at a specific time and location.

Case Law

Case Law, consists of a body of judgments (and the reasons therefore) by courts and tribunals in interpreting the law applicable in cases brought before them.

Called precedents, they can be binding on all courts (within the same jurisdiction), to be followed as the law in similar cases.

Over time, these precedents are recognized, affirmed, and enforced by the subsequent court decisions, thus continually expanding the common law.

In comparison, statute law is the body of acts enacted by a legislature, and civil law does not recognize any precedent. Also called judge-made law.

Case law is relevant to the Working at Height Limited as it learns from these case precedents and integrates protocols into its body of knowledge and Standards.

Managing risk through due diligence, by staying informed of case law developments and dispersing these to the membership are all pillars of the quality assurance protocols of the Working at Height Limited.

Research

In its mandate to remain at the leading edge, the Working at Height Limited membership conducts research for its own edification or as part of a industry specific request.

The Working at Height Limited conducts primarily applied research which is designed to solve practical problems and advance the knowledge base of the craft of technicial professionals.

The Working at Height Limited will conduct research requests from outside bodies however these are considered special projects and conducted on a one-off basis.
